The proposed legislation gets around the question of jurisdiction by tying the requirement to permission to fill Medicare and Medicaid prescriptions (Ronald Reagan's old trick), and allows the pharmacist the option merely to refer a customer to another pharmacist who is willing to fill the prescription.
