Brickbat: Funded Forever

Under Wisconsin law, the governor has the power to alter bills before signing them into law, and Gov. Tony Evers recently did just that. A school funding bill approved by the legislature increased the amount of property taxes that local school districts could raise by $325 per pupil for two years. But before signing the law, Evers changed a digit so that the increased funding expires in 2425, not 2025.

The governor can unilaterally change legislation? What is the use of having a legislature at all?
Apparently, the governor in Wisconsin can issue "partial vetoes" by deleting individual characters from the text of legislation, and if he can form coherent sentences thereby, the resulting text becomes law. It is a preposterous game, and how it was ever approved I don't know. Courts have reined it in a little bit, but the limits still aren't clear. In this case, it looks like the original expiration date was "2024-25". The governor then "vetoed" the "20" and the hyphen, making the new expiration date "2425". Seriously. That sort of line-item veto is ok. The power has been around in WI since the 1930’s. 44 other states have that power too. Vetoes should be MUCH more common than they currently are. That was the value of Gary Johnson’s NM governorship and apparently WI guvs veto a lot.
But those sub-vetoes should prob be allowed to be overridden with a simple majority of the legislature not a 2/3 supermajority. oh well. At least it forces pols to actually fight with each other rather than make corrupt little handshake deals.
But it's hardly a "veto" to increase the duration of a law. That's just taking the piss.

He can technically only partially *veto* legislation, not change it. But it can amount to the same thing. Here, he took the "2024-2025" in the legislation and vetoed the first 20, the dash, and the second 20, to get 2425.
I thought we had abolished the "Frankenstein veto" as we had called it, but maybe we only specified that you couldn't split words anymore and we forgot about numbers? I'll have to look that up.
So if funding for the kiddos had been $325.00 he could veto the decimal and change it to $32500?
Can words like “not” and “no” be vetoed?
I'm just imagining the lexical analysis the legislature would need to apply to bills they let out to proof them against such Frankenstein vetoes.
So if he crossed out enough letters he could turn a tax cut into an increase or vice versa, flip a civil rights bill to require discrimination.

The extreme (down to individual characters) line item veto in Wisconsin has existed for a long time and has been abused by governors of both parties.
The Skeletor governor looks almost as bad as Methuselah Biden. And with a large contribution from Biden, the dollar won’t be worth a continental well before 2425.
Property owners should not be coercively funding the education of other people’s children.
The dollar will be so bad the kids will owe the state money.
