Amazing that two top officials resigned over a relatively minor fuck-up! How can we get something like that in the US? Here they would have gone ahead and built the trains billions of dollars over budget and 10 years behind schedule and everybody involved would be given promotions.
Well, unlike the printers of the world's reserve currency, when Spanish politicians waste money someone has to foot the bill for that. Without any tethering to economic reality, the consequences for waste in the U.S. are purely performative political theater. Just wait awhile. Once economic gravity reasserts itself, accountability for waste will catch right up.

American politicians would have recognized the opportunities to spend more money over more years to enlarge the tunnels.
I do have to wonder why they're not approaching the problem from that angle. The article does describe the tunnels as "nonstandard" after all. Maybe instead of spending money in perpetuity on custom trains, you should make a one-time investment in standardizing the tunnels.
Trains are relatively deminimus to the price of digging tunnels.
But the mistake will delay the delivery of the trains by two years.

FWIW it's a known issue arising from the fact that trains have two gauges, the track gauge, which is the width between rails - and which by contingency is 4' 8 1/2" (Brunel wanted 7', and he was right, but he lost the argument), and the freight gauge, which is basically the carriage width. The latter is not standardised the way the former is. (When the Channel Tunnel was being constructed in the 1970s one issue that had to be addressed was that French and English freight gauges were different.)
Force the trains through, maybe it'll loosen up the tunnels a bit.

I saw a YouTube video made for children on exactly this problem. You run a tunnel boring machine through the narrow tunnel to make it big enough. Takes about five minutes.

In the real world, it's not that fast. The tunnel boring machine is a customized machine that costs tens of millions, and it is too big to ship so it must be assembled on site. Once it's finally running, it cuts a few feet an hour; any job big enough to be worth setting up a TBM is going to take days, not minutes. A TBM is probably going to save money and time compared to other ways of making or enlarging a tunnel, but that's because the other ways involve months or years of work at an astronomical cost.
Trains cost less. These days they are always built to order, so making them smaller is not too difficult. The reason for enlarging the tunnels instead is that it's much simpler running a railroad where all the rolling stock is built to the same standard and can go everywhere - and the more small national railroads are tied into a larger continental rail system, the more problem it is to have some sections that no one else's trains will fit.
