The KKK's Push for Compulsory Schooling and a Federal Education Department
In the early 20th century, the Klan's virulent nativism and anti-Catholicism fueled its interest in education policy.

"The greatest duty of America today is to build up our educational system." That sentiment probably seems anodyne, like something you might have heard on the campaign trail in the recently concluded midterms. A century ago, it represented the top priority of the Ku Klux Klan.
"Throughout the boom years of the early 1920s," the historian Adam Laats notes in a 2012 History of Education Quarterly article, "every local Klan group made education reform a leading goal of its public activism." Eventually, Laats writes, a push for compulsory public schooling overseen by a federal cabinet agency became the "linchpin" of the organization's agenda.
Why the Klan's sudden interest in education policy? First and foremost, because of the KKK's virulent nativism and anti-Catholicism. Most private schools at the time were associated with the Catholic Church, while most public schools were openly, if unofficially, Protestant. By requiring all children to attend the latter institutions, Klan members thought they could strip Catholic parishes of an income source, reduce the Catholic hierarchy's ability to indoctrinate the next generation, and secure their own right to inculcate values instead.
The effort to shutter parochial institutions altogether would soon be halted. In 1922, Oregon passed a law requiring every child to attend a local public school. Supporters including the KKK admitted the aim was to drive all private schools in the state out of business. But before the law went into effect, the U.S. Supreme Court deemed it unconstitutional.
Undeterred, the Klan continued pursuing its education agenda in the public sphere. Members bullied Catholic teachers and principals into vacating public school jobs. They made donations of (Protestant) Bibles and agitated for mandatory (Protestant) prayer and religion classes. And they lined up behind the National Education Association (NEA), the country's largest teachers union, as it lobbied over more than a decade for the establishment of a federal Department of Education.
The groups wanted an Education Department that would provide funding to schools across the country, thereby promoting literacy and patriotism. An influx of immigrants had raised concerns that pockets of the country were not being assimilated into the American way of life. Compulsory education was meant to build national unity, ensuring the country's future workers could speak the same language and preparing them to be productive members of society.
Supporters of this effort often portrayed it as a grand humanitarian crusade. "We must have a compulsory education system to reach and uplift every future citizen," national Ku Klux Klan leader Hiram Evans said in 1924. If the campaign was successful, "all our humanity might live in harmony."
The cruelly coercive nature of the proposals nevertheless was apparent. "We will be a homogeneous people," Evans told a friendly audience in 1923. "We will grind out Americans like meat out of a grinder." Or as an early Progressive education reformer chillingly put it in 1902, "The nation has a right to demand intelligence and virtue of every citizen, and to obtain these by force if necessary."
As the NEA and KKK pushed to federalize education funding, they met opposition from Catholic institutions. The National Catholic Welfare Council, a U.S. body of Catholic bishops and staff, worked diligently to oppose bills that would have elevated an Interior Department bureau collecting education statistics into its own cabinet agency. America, a Jesuit magazine, editorialized against the legislative proposals as well. Fearing that federal funding of education would lead to federal control of education, Catholic leaders argued that parents must be allowed to determine what kind of schooling was right for their kids.
History was on the Catholics' side. Education in America had always been a state and local issue. Although the Founders "wanted a nation of virtuous, informed citizens," wrote Kevin Kosar, then of the R Street Institute, in 2015, "almost nobody saw educating them as the federal government's job. The Constitution didn't authorize the federal government to make schools policy."
In the 1920s and '30s, opponents were successful at preventing the establishment of a standalone cabinet agency. But the push for a centralized education authority didn't go away even when the Klan did. Lawmakers in Washington began appropriating school funding in the decades that followed, and a federal Department of Education was officially created in 1979.

I’m surprised. Reason actually published a good article. The KKK were actually very much aligned with progressive thinking. From education to birth control to government regulation, even when they didn’t expressly advocate it, they largely lined up quite well with others who envisioned a planned society. It should be remembered that eugenics and “scientific racism” were ideas quite popular with educated, enlightened, progressives. People who said that maybe this might be an affront to human dignity were written off as backwards theocrats trying to base policy on biblical mythology.

To pick just ONE example, the Authorities of the Day at the E. Pettus Bridge had ZERO need for help from the KKK, to help them in ANY way, for them to do what they did. The same is true of segregation in general, in the South, during all of those years. "The Powers that Be" at the time (generally "Team D" in the South, yes) did NOT generally openly flirt with the KKK! Doing so would make them look bad. Why else would KKK members conceal their IDs?

There is no evidence that the Republican party in 1860 was willing to do anything like go to war to abolish slavery. Their platform only called for keeping slavery out of the territories, and they assured anyone who would listen that they weren't going to interfere with slavery in the slave states. Yes - the KKK of the 1920's - IN THE mostly RURAL MIDWEST/NORTH - was in favor of using the federal government to, basically, support a nativist agenda - including schools. But that was merely part of the bigger DeRp politics of that area. Basically strong urban v rural politics and more a continuation of Know-Nothing ideas. And it was a minor issue for the KKK even in that part of the US compared to say stoking race riots, Northern lynchings and massacres in the post-WW1 era. That is not at all the same as what the KKK was doing at that time in the Jim Crow South where there was no DeRp because there was no Rp. In the South, the KKK was there to enforce COUNTY level enforcement of education (v individual school board), and to lynch principals/teachers of black schools who might get uppity. Federalization of anything re education was not remotely on a KKK agenda there.
There wasn't some historical expressway with no exits between 1920 and 1979 either. eg the early 1950's where in the space of about one year we had Brown v Board, Milton Friedman's essay that kicked off what is now known as 'school choice', and the start of privately run but publicly funded (aka school choice by a different name) segregation academies in the South (which lasted until 1976). The KKK was also violently opposed to any federalization then - and still is unless federal school choice could be a wedge to recreate segregation academies.
And the federalization of 1979 was based far more on simply federalizing the civil rights, segregation, busing stuff than it was on any broader 'funding' stuff. The broader 'funding' stuff re DofE did not even start in 1979 with Carter. It started in 1982 or so when Reagan/Bennett used the institution/authority of the DoE to obliterate the ECS which was a completely constitutional interstate compact for education. That is what laid the groundwork for really jacking up funding and mandating education at the federal level. And the direct purpose for eliminating ECS was to mandate the privatization of K-12 testing through ETS/College Board. ECS as an interstate compact mostly just bounced ideas around by STATE level education bureaucrats who would then mandate/implement whatever at the state level.
Actual history is far more interesting and complicated than the stupid fucking cartoons that is all you are capable of passing on or dealing with.

Let's call it what it really was - the DEMOCRAT push for compulsory schooling and a Federal Education Department, just as Mein Kampf instructs. The KKK was never anything more than a Democrat militia, replaced in turn by the Weather Underground and Black Panthers, and renewed again via Antif and BLM. All totalitarian movements employ such agencies, and discard them when they become political liabilities.
Our modern public school system cannot ever be "fixed," because it is broken (centralized control) by design. The answer? Mandate Universal School Vouchers, payable to WHOEVER educates the child. That includes parents, and even children who self-teach (the monies could be set aside for advanced education or such). Many details of course, but it could be constructed using something like the Uber software platform. That would allow matching kids to courses and teachers, which could be by the course (ie "Algebra II"); topic (ie "Polynomial Expressions"); or even by the lesson. All students would be required to demonstrate proficiency to advance; no payment to teachers for any lesson / student until they pass. 360 degree evaluations - teachers evaluate both children and parents (to warn other teachers about "problem parents"); parents and children rate teachers. NOBODY allowed onto the platform without positive ID and proof of citizenship / legal residence.
The Democrat party would disintegrate.
Uh, whoever issues the vouchers makes the rules on how they are spent.
Look, just let parents and guardians keep the fruits of their labor, take the embedded costs of regulation out of the goods and services they purchase, and parents will either find or create schools and curricula that help their children succeed in life.
