Pennsylvania State Police Cpl. Brian Rickard has been charged with obstructing administration of law or other governmental function, tampering with records and acquisition or obtaining possession of a controlled substance by misrepresentation, among other charges. Authorities say Rickard took heroin from an evidence room, ingested it at work and home, and used work computers to cover up the thefts.

Charles Oliver is a plagiarist. The last sentence is a direct quote and should have had quotation marks around it.
The editors here should be fired for not catching it.

It feels like it should still probably be in quote marks, although Mr. Oliver did change the quotes. It is presented as a paraphrase - i'm not sure if a tense change is enough to get you from quote to paraphrase.

A link is not sufficient, because it fails to distinguish that the quoted text is not original to Charles Oliver. It belongs to another author and should be in quotation marks.
If it’s a paraphrase, the author should give some indication of that.
(In this case, the bulk of the sentence is a direct quote, not a paraphrase.)
Example of a quote: The Cat in the Hat stated “The sun did not shine, it was too wet to play, so we sat in the house on that cold, cold wet day.”
A paraphrase of that line would be: The Cat in the Hat said it was too wet outside and too cold to play, so we stayed indoors.
You have to indicate that something came from somewhere else, even in a paraphrase. Otherwise, it’s plagiarism.
Well, that’s one way to junk your career and tar the reputation of Pennsylvania’s finest! Even if they needle a confession out of him he’ll probably be allowed to cop a plea instead of receiving the corporal punishment he deserves!
