Brickbat: Borrowed Time

Former Limestone County, Alabama, Sheriff Mike Blakely has been sentenced to three years in prison after being found guilty of theft and an ethics violation. Blakely was convicted of depositing a check for his campaign into his personal bank account and of borrowing up to $29,000 from a jail fund for inmates without paying interest and waiting months to repay the funds.

So is there an actual law that allows sheriffs to borrow jail funds, or is this what would otherwise be known as "theft"?
I'm guessing the legislators that gifted themselves the ability to steal bestowed the ability to "borrow". Our small town Missouri sheriff was arrested a few years ago for taking prisoners to drink with him at bars and go home to do his yard work. They dropped all charges, because it apparently wasn't illegal.
Alabama pays sheriffs to operate the jail on something like a personal basis. Whatever they don't spend on inmates, they get to keep. Savings like reducing caloric intake to the minimum. The thinnest uniforms, etc. Not sure if that translates to personal accounts or official accounts, but it definitely creates a moral hazard / perverse incentive situation for them. It is a pretty regular source of scandal reports across the state.
Now that he is in prison, he will get to experience asset forfeiture.
Great news! The normal behavior of politicians is now illegal!
I can't wait for all of congress to get the 'equal protection' under the law.
Geez, who wants to be a sheriff (or elected to any office) if graft and corruption are gonna be illegal?
Especially since they can't take out their frustrations on "resisting" suspects while their wives are away for the weekend anymore.
