Joe Biden's Plan for Big Government

The president’s bill will create massive disincentives to work and leave future generations with massive levels of government intrusion and debt.

With his policy announcement about another COVID-19 relief bill, President Joe Biden declares loud and clear that he will not shy away from spending blowouts and fiscal irresponsibility. For the most part, his proposed plan is nothing more than a way to use the current crisis to deliver on Democrats' longtime dream to explode the size and scope of the federal government.

The objective of the $1.9 trillion plan is noble enough: stimulate the economy, provide relief to Americans, and combat the pandemic. But noble doesn't always mean good. As they say, the road to hell is paved with good intentions. I would add political expediency to that expression.

The plan's $160 billion vaccination program and related COVID-19 health policies are its best aspects. That said, there's a lot of wishful thinking behind the notion that a lack of money or federal intervention explain the slow vaccine rollout as opposed to defective governmental institutions. I recommend Yuval Levin's piece for National Review on "Biden's Pandemic-Policy Challenge," which does a great job of highlighting the difficulties that the new administration will face on that front.

I also salute the administration's desire to reopen the schools. But again, don't buy into the idea that the main obstacle to opening them before was a lack of money in state budgets. The Cato Institute's Chris Edwards told me that total state and local government tax revenues "fell just $22 billion from the first to the second quarter of 2020 and then bounced back strongly in the third quarter. Meanwhile, federal aid to state-local governments soared $194 billion in the second quarter as a result of federal relief bills." Federal relief has more than refilled state and local coffers, so there is no need for $170 billion more in state education subsidies proposed by the Biden administration.

Let's also note that the notion that the federal government hasn't done enough for Americans in terms of relief is quite ludicrous. Marc Goldwein of the Committee for a Responsible Federal Budget notes, "A typical unemployed workers will receive $35,000 over the course of a year (closer to $40k if they have a family) even if the Biden plan isn't enacted." Also, during this time, the economy has recovered at a good rate and is only slated to improve if politicians refrain from erecting barriers between employers and employees, as the Biden plan would love to do.

Consider the proposed $15 minimum wage for all employees, even those who make most of their earnings on tips and hence command a low hourly wage. If you support this, please ask yourself the following question: How will such an increase in costs affect the millions of small businesses that have already been battered by the pandemic and government lockdowns? Writing for The Dispatch, Manhattan Institute Senior Fellow Brian Riedl explains, "forcing restaurants, which are failing at record rates, to raise their own tipped minimum wage by 600 percent is economic malpractice."

Then you have the call for another $1,400 in individual stimulus checks, to be added to the $600 approved by Congress about a month ago. That money isn't even out the door yet, and Biden is asking for more. Many of the people who will get these checks haven't lost their jobs, and those who have lost their jobs are covered by unemployment benefits.

This brings me to the emergency unemployment benefits, which the new administration wants to extend through September with a $400 federal add-on. New data show that the added bonus means that 62 percent of the recipients will again be making more money while unemployed than they were as employees.

Add to all of this making permanent the temporary extensions of the Earned Income Tax Credit, child care subsidies, family leave benefits, and Supplemental Nutrition Assistance Program benefits, as well as an expansion of the child tax credit. As Riedl notes, "in short, President-elect Biden would use the pandemic to enact large, unrelated, permanent expansions of the federal government."

You don't have to be a raging libertarian to understand that this is excessive, it will create massive disincentives to work and it will leave future generations with a level of government intrusion and debt of a country that looks more like Italy than the United States.

  14. Not that it will happen here, but look up what happened to the austral – what Argentina called their national currency – between 1988 and 1991. In 1991 they had to convert 10,000 australs for one new peso. The inflation was about that over three years because the government, faced with reducing money spent on government employees – their main supporters – or raising taxes in a death spiral economy, which proved impossible, decided to just print the stuff.
    By the way, the government at the time blamed the US for everything. I expect Biden to blame the big oil companies and Trump supporters. New Monetary Policy has a place in the Biden administration.
    If interest rates react to the increase in money supply by going up even to four percent the interest on the national debt will double, creating the same pressures on Biden that the Argentinian government felt, with probably the same ‘solution’ presenting itself.

Of course, all those worries about landing future generations with large debt, were strangely silent when the Republicans passed massive tax cuts that bloated the deficit to ridiculous extremes. Right now the cost of borrowing money is ridiculously low. People are buying Tbills even with thier low returns. If we want to have future generations, we must find a way to get our children back to school safely, assist families suffering from Covid-19 induced unemployment and innoculate our population against the virus. All of these programs cost money, especially those which are under the purview of state and local governments which have been so hard hit by Covid.

    Allowing states to train and hire workers to administer vaccinations to the public is a necessity if we are going to get 1 million people vaccinated in 100 days. Why is it that tax breaks are supposed to improve hiring when they never do while putting money in the pockets of people and entities which will have to spend it immediately to provide basic services are considered “handouts?” We heard these claims during the recovery from the Great Recession, which led to reduced spending and a much slower recovery than could have been accomplished with more assistance. Banks were bailed out but homeowners weren’t.

    Seeking to limit the scope of government may be a worthy goal but without assistance the states won’t be able to administer a sensible roll-out for the available vaccines. Businesses may vaccinate their workers but will their largesse extend to the families and if so to how many generations? This is an American problem and must be solved by the country as a whole. The scattershot response of the Trump administration was a dismal failure.

    3. The first year of the tax cuts the Treasury took in a record revenue. It is spending that drives the deficit. To pass a budget the Republicans were forced to allow the Democrat pork into the budget which is what drives up deficit spending. Allowing the government to close is the only other alternative.
      In some states children are back to school safely. Those that are unemployed because of Covid are drawing unemployment which is subsidized by the Federal Government with many getting more income from unemployment then working. Vaccination are going well in states that had a plan which kept the government out of it. West Virginia is doing better then most other states and doesn’t need the Federal Government to assist. Why can’t the states you claim need Federal assistance just ask West Virginia to teach them how to do it? Unlike New York they have not wasted vaccine because of government regulations.
      By the time people are trained to to be certified to give vaccinations it will a bit to late. Why would anyone train for a job that will last for a few months?
      The lowest unemployment in 50 years because of The Tax Act makes your assumption a bit off.
      The Federal Government has no money other then what it gets in tax revenue from the states. States can borrow money just as the Federal Government can. It makes no sense for states to rely on the Federal Government for money. If they want to spend more they have to tax more.
      The Constitution is very clear that health and welfare is the responsibility of the states not the Federal Government. If your state is not doing a good job maybe you are not electing the right people.

    4. Federal revenue went up after the tax cuts, just as it does after every decent tax cut. The deficit grew due to spending, as it always does, not due to revenue starvation.
