Brickbat: Pissed Off

The Pima County, Arizona, Board of Supervisors has suspended Constable Oscar Vasquez until Dec. 31, the end of his term, after an attempt to serve legal papers on one woman saw him drive to a neighbor's home and try to serve the paper's there, urinate in the neighbor's yard, and drive across the lawn of the woman he was looking for, leaving behind visible ruts. The Constable Ethics, Standards & Training Board has repeatedly investigated and reprimanded Vasquez in the almost four years he has been in office. His offenses include repeatedly using a handicapped placard that doesn't belong to him, getting caught speeding in county vehicles multiple times, and failing to take mandated driving safety and anger management classes. Vasquez is running for re-election and won the Democratic primary with no opposition. No Republican is running against him.

Obviously, the good people of Pima County are quite content with this fine officer and should be free to enjoy the representation they have chosen.
He had no opposition in a country where we are taught from age six onward that YOU MUST VOTE! One name on the ballot, you punch it.
Still, he had no opposition. As far as we know he got only one vote, from his mom. With no opposition just one vote is a majority.
Yup. And I keep pushing the idea that every ballot needs a "none of the above" option, a zero-cost improvement.
I really want that option, too.
Even better (though maybe not realistic) would be a requirement that if "none of the above" wins, the position is left unfilled for the term.
And, getting completely into fantasy land, if NOTA wins multiple successive terms, the position is eliminated.
What is a "constable" in Arizona, anyway? I first thought it was a police officer, but they are not elected.
I believe they serve as court officers executing court orders instead of general law enforcement.
It's a limited purpose law enforcement officer who is indpendent like a sheriff but focuses on serving paperwork.

There are cases where inter-jurisdictional rivalries counter the "professional courtesy".
