Will Arrested Chinese Tech Exec Become a Trade War Pawn? Reason Roundup

Plus: Trump dumps on the media as CNN faces a bomb scare, murder rates are falling, and corporate gender quotas don't work.

The arrest of Chinese tech exec Meng Wanzhou got relatively little attention at first. But the move could mean a major escalation in America's trade war with China.

Meng's company, Huawei, is under Department of Justice (DOJ) investigation after allegedly violating sanctions on Iran, though DOJ won't say more than that. Meng was detained by Canadian authorities on the United States' behalf during a Saturday flight transfer in Vancouver.

"Her arrest was meant as a warning shot by the Trump administration in its campaign to limit the global spread of Chinese technology," reports The New York Times. "But it has thrown Mr. Trump's trade negotiations with Beijing into disarray, drawing a sharp protest from the Chinese government and sending financial markets into a panicky swoon, before a modest recovery on Thursday afternoon."

Last weekend, Trump's chats with Chinese President Xi Jinping during the G20 summit made it seem like a compromise on trade was near.

Now the timing of Meng's arrest "could feed the suspicion of Chinese officials that nationalist factions in the Trump administration were trying to sabotage the trade deal," notes the Times. National Security Adviser John Bolton said he had just found out before Trump's dinner chat with Xi and had not informed the president yet, and "former American officials said the awkward timing of it was most likely a coincidence that grew out of the unpredictable travel schedule of Ms. Meng."

But people inside the White House may already be looking for ways to leverage Meng's arrest on behalf of Trump trade war pursuits.

The Huawei investigation has reportedly been ongoing since 2010, led by U.S. attorneys in states where Huawei has offices (Alabama, California, New York, Massachusetts, and Texas). The Times reports that "investigators grew concerned that company officers were working on behalf of the Chinese government" and that if Meng stands trial in the U.S., "prosecutors might try to demonstrate Huawei's ties to the Chinese Communist Party and various state agencies, and to dramatize the potential security compromises related to that."

On fake bombs and fake news. CNN had to halt live programming last night when its Manhattan building was evacuated over a bomb threat.

"Right now, @realDonaldTrump could tweet the following: 'Bomb threats against CNN and other media outlets are never acceptable.' But he won't," commented Republican strategist and author Rick Wilson. Instead, around the same time as CNN was being evacuated, President Donald Trump tweeted:

The tweet was ostensibly a follow-up to two prior tweets full of "Witch Hunt!" and "17 Angry Dems" and "Sad!"

This morning, Trump has continued on his disjointed Twitter frenzy about Robert Mueller's investigation and impending report. It's better if you read it in an old-timey schlock crime-series narrator voice:

Will all of the substantial & many contributions made by the 17 Angry Democrats to the Campaign of Crooked Hillary be listed in top of Report. Will the people that worked for the Clinton Foundation be listed at the top of the Report? … Will all of the lying and leaking by the people doing the Report, & also Bruce Ohr (and his lovely wife Molly), Comey, Brennan, Clapper, & all of the many fired people of the FBI, be listed in the Report? Will the corruption within the DNC & Clinton Campaign be exposed?..And so much more!"

As far as White House strategy on responding to Mueller's report goes…well, there really isn't one, according to The Atlantic's Elaina Plott:

There are numerous other reasons no response plan has been produced, White House sources said, including the futility of crafting a strategy that Trump will likely ignore anyway. There have also been few frank conversations within the White House about the potential costs of Mueller's findings, which could include impeachment of the president or the incrimination of his inner circle. Those close to Trump have either doubled down on the "witch hunt" narrative, they said—refusing to entertain the possibility of wrongdoing—or decided to focus on other issues entirely. Former Press Secretary Sean Spicer has even taken to treating the probe like a game: On Wednesday he tweeted a (quickly deleted) link where followers could place bets on "how many tweets containing #mueller" the president will send "before the investigation is up."

Attempting to plan "would mean you would have to have an honest conversation about what might be coming," a former senior White House official, who requested anonymity to speak freely, told me.

Driving voluntary change. By the end of 2019, California corporations that are publicly traded must have at least one woman on their board of directors. But "while it's hard to argue against the value of women on boards, how a company gets there can be controversial and raise several questions," cautions Kiersten Barnet, who chairs the steering committee of the 30% Club ("a group of business leaders who are committed to better gender balance at all levels of their organizations through voluntary actions," according to her bio).

"Most notably, there is the question of whether quotas lead to the desired outcome of better gender balance throughout company ranks," Barnet writes at Fast Company:

Past government regulations, like Norway's government-mandated quotas beginning in 2008, have shown that while they may increase the number of women on boards, there is no substantive evidence that shows quotas as a catalyst for systemic change across companies. In Norway's example, the percentage of women in C-suite and senior leadership positions has not risen in tandem. On a larger scale, mandated regulations for diversity and inclusion risk causing complacency across private firms tempted to check a box, instead of taking an opportunity to be leaders in driving wide-reaching change.

      We have a war of words in this country, but virtually nobody in America would want to go so far as to put down their cell phones and lattes and physically fight.

      The more likely scenario is that the blue states get more blue and the red states get more red, and the Federal government becomes more and more ineffective. Not exactly more states rights, but more of the Feds looking the other way if a state wants to legalize marijuana or be tougher on abortion.

        Unfortunately, a lot of blue staters get fed up with what they've wrought and move to quiet towns, like Missoula, and slowly turn them blue too. Any red state that ends up with a majority population in the larger towns and cities will soon be purple, then blue. Check the trend in most any suburb next to failing blue cities.

          My county was transformed by White Flight refugees (my parents included) in the 1980's. The next generation leans libertarian, because letting people be gay is free but high taxes are not. Without a major corporation nearby to bilk, people learn that there's no free lunch.

    Journalists, especially national political journalists, complaining about being victims and how Trump's rhetoric is dangerous, is a lot like "white people are the true victims of racism" idiots. It is like cops complaining about "anti-cop rhetoric" for people shooting police, without doing any introspection or acknowledgement of any problems.

    The most self-righteous "we-re the victims" class in the country is the press.

    They are all going on about that guy who shot up the newsroom in Maryland, explicitly blaming it on Trump. The dude had a decade-old personal grudge against that specific paper. There is zero evidence Trump had anything to do with it. It is borderline literal fake news. It is like the morons who still blame Jared Loughner on Sarah Palin's ad, which is just 100% an outright lie.

      Trump has not prevented any journalist from printing or saying anything. Ever. The American press has never been freer. They have never been so willing and free to attack a president. They continually make mistakes and report on unfounded rumors that don't play out. Those mistakes only go in one direction, and it is the direction that never makes a Democrat looks bad.

      Until the press does an ounce of introspection, or admits that their institutional bias is a major reason why we're stuck with Trump to begin with, I have little sympathy for them.

      I stopped having any sympathy for journalists or the left-wing in general after the Memories Pizza incident. The Trayvon Martin case got the ball rolling when NBC deviously edited a tape to make it sound like Zimmerman used a racial slur, while CNN lightened his skin in photographs.

      But Memories Pizza was the final straw. The fact that a journalist tried to pimp the idea that a small-town pizza joint would ever be called on to cater to any wedding, gay or otherwise, was ridiculous enough, but the fact that it led to the business and the owners being completely slagged and getting death threats, in the service of creating a news story, pretty much made it clear that the left won't be happy until their enemies are humiliated and/or dead.

      It sucks that it's come to this, but every time CNN gets a bomb threat, they can look in the mirror as to the cause.

        I would have more sympathy for the press if they didn't attempt to tie every actual bad thing that happens to Trump's mean tweets against them. They are like spoiled children

        In 2015, CNN reported on the root cause of terrorism under the headline: What Terrorist Are Really Angry About. The article said:

        (CNN)We will not know for some time exactly why three men who were arrested on Wednesday in the United States wanted to join ISIS in Syria.

        But what we do know is that it has become common, even routine, to argue that there exists a process by which potential terrorists become "radicalized." The concept, which has become something of a buzzword, suggests that the central motivation for terrorist violence is ideological.

        However, Islamist terrorists in the West have generally been set off not so much by anything theoretical but rather by intense outrage at American and Israeli actions in the Middle East and by a burning desire to seek revenge, to get back, to defend, and/or to make a violent statement expressing their hostility to what they see as a war on Islam.

          The article goes one to say:

          This can be seen in the story of one of the shooters in the Charlie Hebdo attack in Paris. If he was "radicalized" by anything, it was by news about the way prisoners were being treated by the United States at Abu Ghraib in Iraq. He spent years trying to get to Iraq to fight the Americans there, finally finding a target closer to home.
          The same observation arises when one looks over a collection of case studies of terrorists or would-be terrorists who have sought to do damage in the United States. The overwhelming driving force in these cases has been simmering, and more commonly boiling, outrage at American foreign policy.

          Ummmm, yeah. When bombs go off in the Middle East or even in a French news outlet, CNN thinks it's an understandable response to American foreign policy, but a bomb scare at their own headquarters that doesn't hurt anyone is proof that we have a crisis brought on by crazy ideologues. I think the bomb scares were simple pranks intended to discredit hypocrites who didn't see any point in fighting terrorists who weren't aiming at them yet. Socialists tend to expect the alligator to eat them last.

      Look, the only way women can become board members is by being mandated to be there. Otherwise they simply don't have the brain power or ability to get there. That's why you don't see any women in those positions anywhere in the United States, except for all those women in those positions everywhere in the United States.

    There are plenty of examples of Obama telling his left-wing sycophants not to demonize people on the right and to give their views a fair hearing, and none of it mattered as the Jacobins continued to make wrongthink an offense worthy of personal destruction. Trump tweeting out a message that "bomb threats are bad, mmkay?" to his own followers is hardly going to change that behavior at this point.

      You know, a wise libertarian once said that when you refuse to allow goods to freely cross borders, you end up having soldiers' boots crossing instead.

      It also empowers local dictators to maintain their grip on their populace, which I'm told is a good thing by many libertarians even though they don't word it quite as such.

        Perhaps a good rule of thumb is don't topple the dictator unless you are reasonably sure he won't be followed by something worse.

          I think a better corollary to the above quote is 'and only trade with Westernized nations or countries who share similar views of human rights and civics'. Otherwise, functionally you're just outsourcing your slavery and/or totalitarian impulses.

          We might also topple fewer dictators if we didn't have a profit motive in doing so, but then again there are plenty of 'libertarians' that accidentally make the case for foreign invasion based on respect for natural rights than I'd care to count. They really have no idea what the excuses for most of our wars in the past 100 years were, it would seem.

      It's interesting to ponder knock-on effects. What would the token woman director think when a second woman director is hired? What would a woman think if she gets an offer to be the second woman director? Is the board planning to fire the first woman director and wants to get the replacement in place first?

      Suppose a board has two woman directors and fires one -- what do the two women think about which was fired and which was kept? Is the fired one more outspoken and harder to control? Does the second one take the hint and keep quiet, or does she take advantage of her new power and get uppity?

      Three Points:

      1) Trump may not want a trade agreement with China.

      If so, would you describe that negotiation strategy as "disarray"? Stabbing China in the back puts Trump's negotiations with China in disarray--unless Trump wasn't really interested in negotiating in the first place, in which case you were just being naive about those negotiations.

      2) Having more bargaining chips doesn't necessarily put Trump at a disadvantage in contentious negotiations.

      One of the things Trump has been complaining about is China's espionage and intellectual property theft, and Huawei is in the middle of that. Contentious negotiations are won by the party with the most leverage, and Trump just created himself more on issues at the center of these contentious negotiations--IF IF IF he is serious about wanting an end to the trade war.

      3) The Trump administration says that Trump was personally unaware of the pending action against Huawei.

      That would seem like evidence of incompetence to me if true, but notice the predictable reaction: when there is evidence that might make Trump look like a bumbling fool, it's still interpreted as though Trump were an evil genius a la Fu Manchu. Trump's critics seem to think he's a fool--right up until the moment they think they can blame him for something, and then he did it all on purpose.

          We get to argue that they're so incompetent that the left hand doesn't know that the right hand is undermining their entire negotiation strategy with China OR we get to argue that Trump is an evil genius on this. I don't see how we can argue both.

          I'm arguing this: It's unclear to me that Trump wants to de-escalate the trade war with China. None of his actions have shown persuasively that he actually wants an end to the trade war. Meanwhile, if someone had undermined his strategy by going after this Chinese CFO without Trump's knowledge or consent, be it his Chief of Staff or someone else, I suspect we'd already be hearing about Trump wanting to fire that person. It's not as if Trump has been shy about calling out and embarrassing his subordinates for going off the reservation in the past.

          That's my read. It's riddled with uncertainty. I hope I'm wrong about Trump not wanting an end to the trade war, but then I hoped, for a long time, I was wrong about Trump wanting a trade war in the first place.

          A justice department that's independent of the president?

          The Attorney General serves at the pleasure of the president.

          This isn't an independent counsel investigating the president or his associates.

          And I suspect the decision to hold off on arresting a foreign citizen on foreign soil because doing so is in the greater interests of the United States for whatever reason isn't a violation of any law. In fact, making those kinds of judgement calls is more or less the job of the president of the United States.

        The Huawei investigation has reportedly been ongoing since 2010

        Trump started his Machiavellian machinations long before anybody even knew he was planning on running for President in 2016 and long before anybody had renegotiating trade agreements as a blip on their radar.

        I hereby take back all the bad things I've ever said about Trump supporters who believe their Messiah can walk on water - if the guy had both the foresight to begin an investigation to provide leverage in a trade negation 8 years in the future and the means of directing the DoJ to begin such an investigation 6 years before he was elected President, I too must question my assumption that Donald J. Trump is not in fact capable of working miracles.

          Huawei has been in the center of investigations for a long time over espionage, stealing trade secrets, spying for the Chinese government, and, especially, violating sanctions against Iran.

          So what?

          The question is whether Trump threw the rock at that time as a function of his trade negotiations with China, and the fact that there were already rocks laying around on the ground before Trump was elected does nothing to answer that question.

          Arresting foreign spies as leverage is a bad way for America to negotiate, of course. Only our adversaries are allowed to do that to us. You know, like Iran has done several times in the past. And China has done several times in the past.

          The first thing you learn about negotiations is only allow your opponents to negotiate in bad faith. Now, this isn't a defense of Trump it's me wondering why the fuck we even negotiate with these nations in the first place.

      Huawei China is not required to obey American sanctions, no.

      Huawei United States is.

      Meng Wanzhou is CFO of the US branch of Huawei per the news reports, and on its Board of Directors, as far as their website shows.
