Imagine that. The cohort that is starting or settling into careers is joining unions more.
And overall, only 8% of that cohort are union menbers compared to 13% of next older age bracket.
The article is claiming some sort of union "renaissance". I'm skeptical, myself - and not just because of the source. I think what it really represents is a greater percentage of low-wage jobs being associated with large chain stores and such, which tend to be unioninzed. In other words, they don't have any choice in the matter. Joining a union in order to make 8 bucks an hour instead of 7.50 and handing over the extra to some vampire sucking union goons isn't exactly a win for these people.
I'm also with Zeb. It said it was somewhere near 180,000 millennials joining unions. That's a pretty small gain overall. And the chart also show a 75,000 person drop in the 40 something age bracket. So that data is not very clear.
That being said, as long as government is uninvolved I don't have issue with unions per se.

Clinton had experience dealing with republicans and balancing budgets with three terms as governor of Arkansas which requires a balanced budget.
Clinton also had a trick that was later ruled unconstitutional, the line item veto. Clinton would agree to fund things the GOP wanted as concession to get what he wanted. Then strike those funds with the line item veto after the budget was passed.
