Boston has banned both players and fans from using smokeless tobacco in Fenway Park, effective April 1, 2016. Those caught violating the law face a $250 fine.

Who are one and two? I'm guessing NYC for one slot, but the other is a real horse race.
LA, SF, Baltimore, and Detroit all come to mind, but I'm surely leaving out some serious contenders.
