Russia has banned people with "mental disorders" from getting driver's licenses. Among those affected by the ban are transgender persons, fetishists, exhibitionists, voyeurs, "pathological" gamblers and kleptomaniacs.

In another car incident, Gorbachev was late from getting to the Kremlin from his house. He told the chauffeur, "Look, we are running late so let me drive. I insist." So he told the chauffeur to get in the back and he drove.

Meanwhile, the police were given strict orders to ticket anyone speeding, no matter how important.

So they were speeding down to Moscow and two motorcycle cops pulled them over, but didn't ticket him after he saw who it was. He goes back to the station and talks about it and was asked, "Why didn't you ticket him?"

    "Too important."

    "Who was it?"

"I didn't recognize him, but his driver was Gorbachev!"

    Sigh.

    Even Russia is more progressive.

And remedial progs look at the positive in this in 3...2...

    1. Zeb   10 years ago

I'm not so sure. Many of those same progs probably already have a diagnosis that would keep them off the roads in Russia.

      1. R C Dean   10 years ago

Our progs will naturally have a different list than the Russians.

  5. nailzer   10 years ago

Why don't they just get the vodka drinkers off the roads? That would solve 99% of their car crash problems.

Don't be too hasty to condemn this. If we brought this here, politicians would more than likely be denied a driver's license.

    1. R C Dean   10 years ago

More likely, they would be the only ones who could a driver's license.
