An internal report has found that five of the nine detectives in the New Orleans Police Department sex crimes unit may have failed to investigate 1,111 sex crimes. In one case, a 2-year-old was brought to a local emergency room after an alleged sexual assault. Tests showed the child had a sexually transmitted disease. But Det. Akron Davis wrote that the 2-year-old "did not disclose any information that would warrant a criminal investigation" and closed the case.

But in other jurisdictions, if a trauma that would be there isn't, the accused can still be tried and even convicted. Is our entire criminal-justice system recruited from Bizarro World?
