My Vote:
1. Cruz-missile, due to getting blamed for a shutdown that occurred in the House, while serving in the Senate. Also, Texas.
2. Assad, for still being alive despite the number of major powers gunning for him.
3. Francis, for his ability to piss off everyone equally.
