Norway Introduces Legislation to Regulate Circumcision
Connected to non-medical circumcision of boys under 18
Norway will promote new legislation to "regulate ritual circumcision," the country's health minister said.
Bent Hoie said the new legislation on non-medical circumcision of boys under 18 will be introduced before April 20, according to a report by the Norwegian daily Aftenposten.
"We will review submissions on the matter before we can decide what should be the government's position. We aim to present a bill before Easter," Hoie told Aftenposten last week. He did not say whether the regulations would introduce new restrictions.

I'm just wondering what "new restrictions" there could possibly be: Making the parents sign something saying they really, really want to do this? Requiring a certain number of witnesses? Taxing it? Allowing it only on even-numbered days?
