For some, whether to expand Medicaid in Virginia boils down to a choice between two propositions: (a) Government should do more to help the unfortunate, or (b) no, it shouldn't. But as A. Barton Hinkle observes, the reality is much more complicated. Spending more money doesn't always mean the world will become a better place. Sometimes, it even makes things worse.
