A man arrested outside Secretary of State John Kerry's Boston home over the weekend is headed to court.
State Department security officers spotted the man parked in a no-parking zone Sunday afternoon and called police.
Police say the man, 29-year-old Vladimir Romanov of Boston, told security officers he was taking pictures to show a friend. When asked to move his vehicle, he said he'd been drinking.
