Brickbat: Hacked Off
For their senior prank, three students at Lawrence High School in Kansas decided to partially shave the heads of some younger friends and siblings. The haircuts took place off campus, and the younger students volunteered for the haircuts. Still, school officials charged the seniors with hazing and bullying and suspended them. Even after parents explained they had given the OK for the head shaving, officials would not lift the suspensions.

I assume the students didn't have the necessary beautician's training and certifications.
That is right FoE, they are lucky they were not charged with a crime for cutting hair without a state license.

Repeat after me: the biggest bully of them all is the State.
Of course the commentariat here knows this, but how do we get the general public to understnad this?

Such apparently-idiotic "policy" incidents are actually sneaky attempts to reduce class size by finagling angry parents into withdrawing their kids.

i don't have any problem with this except that it's a public school.
Fair enough. Time to start holding the schools financially and perhaps even criminally responsible for what happens to students outside of school.
Student gets hit by reckless driver? Sue the school system, especially if it happens on the way to/from school.
Same with pregnancies, fights, any kind of fall, burn, cut, bruise, broken bone, etc.
