Brickbat: The Benefits of Home Ownership
Crowley, Texas, resident David Englett found when he tried to renew his driver's license that he had several outstanding warrants. The warrants were all for code violations at his former home in Arlington. Englett hasn't lived in the house since it was foreclosed two years ago, and he said that he thought it was the bank's responsibility to keep the grass mowed and yard clean. He had to pay Arlington $150 to remove the hold on his license, but officials are still demanding hundreds more in fines.

operating an alarm without a permit

House alarms (at least the ADP/Brinks style home security systems) generate automatic calls to 911. I can see some non-jackbooted logic there.
I understand a lot of places merely fine the owner for false alarms.

As the EPA has shown, he can take this all the way to the Supreme Court, win, and the city will still charge him the fines.
What's the court going to do? They have no enforcement power.
A friend has been through something very like this. He turned his house over to the bank several years ago and they haven't filed the paperwork. He needs to tell the bank since he still legally owns it, he can make modifications without notice, including removing all the copper pipe and wiring.
Your friend had better get all the proper permits first, or he'll be in the same boat as the subject of the article.
Permits are extremely out of control. I wish I could figure out what turns normal rational people, into govbots, when they are elected to office. Is it really necessary to require a permit to replace a dishwasher, or add a small shed? Seriously, what ever happened to it being my property?
