Investigators say a Spalding County, Georgia, firefighter took video of a young woman who was killed in a car crash on his cell phone. The firefighter then sent the video on to colleagues, including another firefighter, who shared it with patrons in a bar, who then sent it on to other people. The department is looking into whether any of those firefighters broke any county policies.
The new framework aims to keep everyone learning at the same level for as long as possible.
