In Northern Ireland, an ombudsman has ordered the Western Education and Library Board to apologize to Pat Lavery, an elementary school lunch lady. School officials forced Lavery to attend three meetings where she was repeatedly grilled for telling a colleague to give a cookie to a child who asked for one. Officials told Lavery her actions could be interpreted as "grooming" the child for abuse.
The new framework aims to keep everyone learning at the same level for as long as possible.
