Jon Tennett, 81, says he just wants to keep busy, so he fixes lawn mowers and small machines for his neighbors free of charge in his garage. Despite the fact that he doesn't get paid for his work, officials in Pickering, Ontario, have charged him with operating a home business in violation of zoning rules. He faces a $25,000 fine if convicted. Meanwhile, the city has charged his neighbor, retired nurse Janice Saroop, with the same crime. She keeps a garden, and a few times a year she sells some of the plants and donates the money to charity.
