Massena, New York, code enforcement officer Gregory Fregoe calls them a menace, and he has cited at least 20 people so far this year for having them in violation of the law. What is this threat to our neighborhoods? Inflatable pools. City and state codes say any pool with at least 24 inches or water, even inflatable ones, must have a 4-foot high locked fence, a permit, and an audible alarm to let people know if someone falls in.
