For some 24 summers, Lourdes Maxwell has put an inflatable wading pool in a communal garden near her Portsmouth, England, home for local children to use. But this year may be different. The city council has informed her she needs insurance for the pool and she'll have to make sure a lifeguard is always on duty. Otherwise, the pool must go.
