When they heard Hooters was coming to town, the Portland, Maine, City Council leapt into action. The passed a moratorium on "formula businesses" in the Old Port and Arts District, where a nightclub owner said he planed to put the restaurant. That moratorium will soon expire. But don't worry. Council members are looking at zoning changes that would not only cap formula businesses at their current level in Old Port and the Arts District but also limit them in other parts of the city.
