Roman Holiday
Traffic police in Rome, Italy, seem to be a little overzealous. Prosecutors have documented instances where the police have ticketed people who have never been in the city and where different officers have ticketed the same motorist at the same time in different parts of the city. They even found one ticket issued to a driver because his car was allegedly running in the bus lane but "no driver was detected."
