District of Columbia health officials were adamant: The cafeteria had to be closed down. They'd found water leaking from the ceiling, cooks not wearing hair restraints, and poorly cleaned ice machines, cabinets, surfaces, and equipment. Worst of all, they'd found mouse droppings everywhere. Oh, the cafeteria was in the headquarters of the Department of Agriculture, the government agency charged with keeping the nation's food supply safe.
