Sorry, did we just enter an alternate universe?

Brown cape and mask? It must be the legendary Poop Man. I wonder why there's no mention of his awesome Stink Power.
I thought these masked vigilantes were banned by the Keene Act of 1977? 😉
You might be on to something LL. This could be Nite Owl III, who has moved his operations across the pond in order to avoid prosecution under the Keene Act.
Has Bill Bennett found a new way to relax?
I seem to remember a few episodes of Hill Street Blues with some guy dressed up like a caped crusader. He was well-intentioned but always interfered when Renko was trying to catch a purse snatcher (or something similar).

You mean you've responded to 9-11 by becoming bigoted and unhinged?
(Dennis Miller - bigoted & unhinged)
All this time I thought he was double jointed. Thanks for the clarification.
Maybe it's Spring Heeled Jack come back for the 21st century.
Tunbridge Wells, England is where the Winnie the Pooh stories take place. (A.A. Milne and Christopher Robin lived there.) Sounds like Tigger has been getting bouncy...

Smoke another bowl, son. So anyway, brown cape... Batmanuel? Or his comics counterpart, Die Fledermaus?
