Mike, I have to assume that new "International Fertilizer Development Center" is just a fancy way of saying they're building a new cafeteria on Capitol Hill.

Actually, it's a new rest room on Capital Hill.
Don't forget it's the INTERNATIONAL Fertilizer Development Center. That makes me think it has some connection to the UN. Maybe they're getting a food court.
I hope they have a gyro stand.

Jon H, actually I remember reading a (George Will?) column a few months back about the printing office winning a bid for printing something. It's been a while so I don't remember what it was, but the gov't printing office had to bid against private industries. Although the gov't agency won the bid, the cost was much lower than it had previously been.
