All that has been done since Sept. 11 is official exhortation to correct the situation. The new Homeland Security Bill does nothing to straighten this out.
That's Admiral Stansfield Turner, former Director of Central Intelligence during those happy-go-lucky Carter years, writing in The Christian Science Monitor.
Food for thought, even if Turner's legacy at the CIA isn't exactly double-plus-good, as this interesting 1985 piece by the always-enjoyable Edward Jay Epstein makes clear.
