Voters are now beginning to see which of Bill Clinton's campaign promises he will keep. And taxpayers are beginning to see which they will have to pay for. One of Clinton's key proposals was to rebuild the nation's infrastructure, but according to a Reason Foundation study, it will cost $45.7 billion annually through the year 2009 just to maintain the nation's highways and bridges in their 1989 condition. To make the improvements that the Federal Highway Administration says are necessary would require an annual expenditure of $74.9 billion. The Reason Foundation study suggests privatizing some of the nation's bridges and highways and charging tolls to pay for improvements. Will Clinton listen?
