I'm not sure why this hasn't been mentioned, but here's a list of senators who voted to limit liability to $75 million for oil spills in 1990:

It includes names like Gore, Kerry, Lieberman, and Biden, as well as McCain. In fact, the bill passed the Senate 99-0 and the House 360-0. Yet nobody has tried to get these guys to justify their votes.
