I take exception to the suggestion that our Congressmen are actually involved in writing legislation.
Legislative aides and lobbyists write the bills. Our congresscritters' primary duty is to OK the press release.

Actually both understood what they were doing, the securities were sold under the understanding that the people trading would get huge salaries and bonuses, while the government bills were written under the understanding that the politicians would get lots of donations and other considerations in return for his support. Both also had the understanding that they were “too big to fail” so they would not suffer any major consequences for their action.
