A Congolese warlord who has come to symbolize that country's intractable conflict surrendered Monday to the U.S. embassy in Rwanda after years on the run.
The U.S. State Department said Bosco Ntaaganda, nicknamed "Terminator," walked into the embassy in Kigali Monday to arrange his transfer to The Hague where he's wanted for crimes against humanity at the International Criminal Court
