Businesses have enjoyed a sharp decline in the time it takes to get a decision on appeals of sanitation summonses and other tickets issued by the city's Environmental Control Board, according to Mayor Michael Bloomberg's annual management report, released this week.

In fiscal 2007, decisions took an average of 90 days from when a hearing was held. That dropped to 20 in 2011 and to eight in fiscal 2012, which ended June 30.
