Jerry Brown is gearing up for an infrastructure-building spree, as he hopes to create the nation’s first high-speed-rail system and bore giant water-moving tunnels underneath the Delta. Before the state moves forward with these multibillion-dollar projects, however, Californians might want to look at how the state has built other recent projects, says Steven Greenhut.
