You'd better insert "The" in front of "Ohio State University", or you'll be hearing from their attorneys and embittered alumni.

The Feds loaning monies to foreign governments is an end around to the "Monroe Doctrine," which by the way has a birthday Dec 2nd, today. We are not allowed to interact with European Governments in an influential manner.
The Monroe Doctrine asserted that the Western Hemisphere was not to be further colonized by European countries and that the United States would neither interfere with existing European colonies nor meddle in the internal concerns of European countries.
