Can't help but notice that President George W. Bush's call to accelerate the tax cuts already on the books and due to become effective in the next few years won a State of the Union standing-O from his troops in Congress while the call to "end the unfair double taxation of dividends" got only the polite clap-clap.
The latter is just a much more obtuse thing to sell -- to the public and politicians.
