"My friends, hope begins with a paycheck."

Here's the text of Colin Powell's speech announcing the new U.S.-Middle East Partnership Initiative, a relatively cheap boondoggle at only $29 million in initial outlays from Uncle Sugar. That should solve the problem.

Very unfortunate statement. It should be "Friends Hope Begins with being productive." The pay-check is a formality.
