NYC Residents Suing Over "Operation Clean Halls"

The program, in force since 1991, lets landords allow police to enter buildings to patrol hallways, but the NYCLU says its led to thousands of stop and frisk in and near such buildings

A federal lawsuit is targeting Operation Clean Halls, a New York City program that lets cops into buildings to keep the criminals out. 

But some residents here say what it is really doing is robbing them of their rights.
