Chicago Asks Charter System to Take Over Failing Schools

Charter school networks would take charge of dozens of failing Chicago public schools if the school board gets its way.

There are dozens of under-enrolled and underperforming schools scattered throughout the city. Charter schools are publicly funded but privately operated. They have more leeway to try new teaching methods; and their students have shown dramatic improvement in standardized test scores.
