A sketched image of something that, if it were the actual item represented, could be a threat, or could be used to threaten, is the same thing as an actual threat, say Arizona's Chandler school district officials. They suspend a kid for drawing a gun.
That's not "draw" in the old West "draw, pard'ner!" sense--that's "draw" as in creating an image on paper.
