Patrons of el Bait Shop's Jimmy Carter Happy Hour have been wearing a frown since the popular weekly event was canceled.
The downtown Des Moines bar was notified April 2 that it was breaking the law by offering samples of home-brewed beers from local aficionados at the happy hour.
