COLUMBIA — As a state panel led by Gov. Nikki Haley wrangled last week over whether to require public employees to pay for part of an expected multimillion-dollar increase in health insurance costs this fiscal year, nobody was paying attention to the $9-billion elephant in the room.

Well, maybe with the exception of S.C. Comptroller General Richard Eckstrom.
