Congressional Republicans are waging a losing and hopeless campaign to defund Obamacare, writes A. Barton Hinkle. The health care law might be execrable, but it also is untouchable so long as the GOP lacks the votes to do anything about it, as the party currently does. So stop the P.R. stunts, Hinkle says, and focus on something achievable like making real and deep cuts to entitlement spending. That's the hill upon which Republicans should plant their flag.
