Chicago Police Sgt. Edward Howard has been charged with aggravated battery and official misconduct for repeatedly slapping a handcuffed man suspected of trespassing at a local restaurant. Howard's attorney says the sergeant believed the man was about to spit on him. Howard and six other officers, who saw the assault but did not intervene, have been suspended.
