Margaret Hutchon was a former mayor of Chelmsford, England, and served on the board of Mid Essex Hospital Services National Health Services Trust. She died after waiting nine months for surgery at one of the hospitals the trust supervises. She'd had one surgery that didn't work out. Doctors scheduled another surgery, but it was postponed four times before they could finally perform it. Hutchon died a few days later.
