David Cox and some fellow homeowners in Raleigh, North Carolina, wanted the city and state to add two traffic lights to intersections on a road they were widening. A consultant hired by the state said the lights weren't needed. So Cox did his own study, and he seems to have done a good job. Too good, according to Kevin Lacy, the Department of Transportation's chief engineer. He has asked the North Carolina Board of Examiners for Engineers and Surveyors to investigate Cox for practicing engineering without a license.
