How Special
The British Office for Standards in Education, Children's Services and Skills says schools have mislabeled some 457,000 students as special needs. A report from the agency says many of those students are actually "underachievers" who are performing badly on tests because of bad teaching. The report also finds that many schools are quick to label students as special needs because it brings more government funding.
