When Angela Boneva tried to renew her passport, the State Department informed her it had made a mistake back in 1981, and she "does not appear" to be a U.S. citizen. Boneva, who has lived in the United States since 1997, was born in Bulgaria, but because her father was an Indiana-born American citizen, the U.S. consulate ruled she, too, was an American citizen and gave her a passport. Now, the government says the consulate improperly interpreted the law.
